Indonesia’s 2045 Vision: Building a Self-Sufficient and Globally Competitive Medical Device Industry

Indonesia has unveiled an ambitious, multi-decade roadmap to transform its domestic medical device landscape, aiming for full self-sufficiency and global competitiveness by 2045. Under the revised National Industrial Development Master Plan (RIPIN), the government is implementing a comprehensive strategy that combines immediate fiscal incentives with long-term structural reforms to foster innovation, investment, and international alignment.


This initiative underscores Indonesia’s strong commitment to reducing import dependency, empowering local manufacturers, and positioning itself as a regional leader in MedTech production.


Immediate Acceleration: Incentives to Strengthen the Industry


To accelerate early growth and strengthen domestic capabilities, the Ministry of Industry is introducing a suite of fiscal and non-fiscal incentives aimed at creating a more conducive environment for manufacturers:


  • Super Tax Deductions for Research & Development (R&D) and vocational training, encouraging innovation and workforce development.


  • Easier Licensing and Financing Access, reducing bureaucratic hurdles and improving credit opportunities for both startups and established manufacturers.


  • International Standardization Support, helping local producers meet key global certifications such as ISO 13485, IEC 60601, and U.S. FDA requirements a strategic move that opens export opportunities and strengthens competitiveness.


These efforts reflect the government’s intent to not only enhance local production but also align Indonesia’s regulatory and quality frameworks with international standards.

  • Phase 1: Strengthening the Industrial Base 2025–2029 Expanding domestic production, substituting imports, and focusing on medium-tech device development.

  • Phase 2: Enhancing Competitiveness 2030–2034 Advancing high-tech manufacturing capabilities, increasing automation, and targeting global export markets.

  • Phase 3: Achieving Full Self-Sufficiency 2035–2045 Meeting national healthcare needs entirely through domestic production while becoming an export-oriented, innovation-driven hub.

Long-Term Vision: Building a Sustainable Ecosystem


Beyond incentives, the roadmap emphasizes the creation of a holistic ecosystem that integrates supply chain development, vocational training, certification, and innovation support. This ensures that every stage of industrial growth is matched with skilled human resources and high-quality local materials.


With this coordinated strategy, Indonesia is not only inviting investment it is building an industrial foundation capable of sustaining innovation, creating high-value jobs, and securing national healthcare resilience.
