The National Public Procurement Agency of Indonesia (LKPP) officially announced the deactivation of Version 5 of the E-Catalogue for construction and health showcases. This move is part of Indonesia’s ongoing efforts to accelerate digital transformation in public procurement, as mandated by Presidential Regulation No. 17 of 2023.

The deactivation aligns with earlier directives under Circular Letter No.9 of 2024, which introduced the implementation of E-Catalogue Version 6. The update represents Indonesia’s commitment to modernizing procurement systems, improving efficiency, transparency, and accessibility for both government institutions and business stakeholders.

Transition to E-Catalogue Version 6

With the phase-out of V5, E-Catalogue V6 becomes the central platform for procurement in the construction and healthcare sectors.

Key points include:

  • Encouragement for Suppliers: Ministries, agencies, and local governments are urged to encourage businesses to list their products and services under V6

  • Mandatory E-Purchasing: If products are available in V6, procurement must be carried out via E-Purchasing

  • Alternative Methods Allowed: If products in V6 are unavailable, insufficient (in terms of specifications, volume, location, or service), or if suppliers remain limited, procurement officers are allowed to use alternative procurement methods beyond E-purchasing

Stakeholders Note

For government buyers, the transition aims to ensure faster, more transparent, and more efficient procurement processes. For businesses, especially in construction and healthcare, the move to Version 6 provides opportunities to reach wider markets but also requires timely adaptation to updated systems.

The circular underscores Indonesia’s broader commitment to digital transformation and regulatory modernization, and important step in aligning with global best practices in public procurement.

Conclusion

With the deactivation of E-Catalogue V5, stakeholders in both the construction and healthcare sectors must now pivot towards E-Catalogue V6. By embracing this change, Indonesia aims to strengthen efficiency, reduce redundancies, and open greater opportunities for innovation in public procurement.
