Singapore: New Initiative on Voluntary Notification of Health Supplements and Traditional

On August 1st, 2022, the Health Sciences Authority (HSA) will introduce the Voluntary Notification System (VNS) for Traditional Medicines (TM) and Health Supplements (HS). The VNS aims to create a regional database of secure and high-quality HS and TM that customers can consult when making their purchases. Additionally, it will enable HSA to follow up more effectively in the event of any safety or quality issues.

Companies that take part in the VNS must give HSA the appropriate documentation to prove that their goods adhere to the requisite quality and safety standards as well as labelling regulations. Only goods that satisfy these requirements will be made available on the HSA database.


Who can submit a notification

To submit a product notification, your company must be registered locally with the Accounting and Corporate Regulatory Authority (ACRA).

Currently, we accept voluntary notification for the following types of products: Types of products which we currently accept for voluntary notification:

  • weight loss,

  • pain relief,

  • male vitality enhancement, and

  • vitamin and mineral supplements. In the succeeding phases, HSA will gradually add additional product kinds that are eligible for product notification.

Documents required Dealers are required to use this form to submit your notification. To complete the notification submission, the following documents must be submitted as attachments in an email to HSA_TMHS@hsa.gov.sg within 2 working days of submitting the notification form.


  1. Copy of the submitted form

  2. Manufacturer's licence/certification

  3. Certificate of Analysis (including appropriate test parameters, their specification and references)

  4. Final artwork or product label (including the location of batch number and expiry date)

  5. Product leaflet (if any)

  6. Laboratory test report for toxic heavy metal and microbial limits (including method reference)*

  7. Laboratory test report for poisons screening (depending on product type)*

  8. Transmissible Spongiform Encephalopathy (TSE) undertaking form33 KB (if applicable)

  9. Undertaking Form for Website Address or QR Code on Packaging Materials12 KB (if applicable)

* Please refer to the Guidelines for Testing Requirements of TM and HS198 KB for more information.
