ASEAN Cosmetic Committee has agreed to revise few materials stated in Annex II, III, VI, and VII after the 36th and 37th virtual meeting. Therefore, on 4 July 2023, the National Pharmaceutical Regulatory Agency (NPRA) released circular to notify all Cosmetic Notification Holders on the revised and amendments of the Guidelines for Control of Cosmetic Products in Malaysia to aligned with the amendment made by ASEAN Cosmetic Committee (ACC).
All Cosmetic Notification Holders were urged to make precise plans in order to avoid any market disruptions.
Annex II (List of Prohibited Substance)
The prohibitions of the use of materials stated in Appendix A
19 prohibited substances were updated according to the EU Amendment of Annex II, stated in Appendix A. All notified cosmetic products contains the stated materials are only allowed to be in the market until 8 May 2025.
Annex III (List of Restricted Substances)
Appendix B states the update and additional conditions of the use of materials.
Salicylic Acid is updated under Annex III with specified requirements. All notified cosmetic products that do not comply with the new requirements set up are only allowed to be on market until 21 November 2024.
Methyl-N-methylanthranilate and Ammonium silver zinc aluminium silicate are updated under Annex III with specified requirements. All notified cosmetic products that do not comply with the new requirements set up are only allowed to be in the market until 8 May 2025.
Annex VI (List of Preservatives)
Appendix C states the update and additional conditions of the use of materials.
Sodium hydroxymethylglycinate is updated under Annex IV with specified requirements. All notified cosmetic products that do not comply with the new requirements are only allowed to be in the market until 8 May 2025.
Annex VII (List of UV Filters)
Appendix D states the update and additional conditions of the use of materials.
Octocrylene is updated under Annex VII with the specified requirements. All notified cosmetic products that do not comply with the new requirements are only allowed to be in the market until 8 May 2025.
