Indonesia: December 2022 e-Catalogue Review

An efficient initiative had been launched on February 2022 by Indonesian government on simplifying the process of products getting listed in their e-Catalogue which named as e-Katalog. Later on, Ministry of Health of Indonesia had declared on April 2022 that there is new enrolment policy which way more efficient and faster which manufacturer submission can be done year round with no advanced verified documentation needed. In addition, the approval will be done by the next day of submission.

Overview and Features of E-Katalog

  • Public hospitals and health provider can directly find and purchased once listed.

  • Private hospitals are not required to directly purchased from e-Katalog

  • Pricing can be set up without formal format based on new guideline and also no need to negotiate with MoH.

  • Online administrative form provided so commercial distributor can be amended by any time.

Based on previous requirement, manufacturer could submit new pricing submission only when their license got approved. The submission process could take up to months which caused delays in business development.

Hence, new requirement policy amends on February 2022 allows manufacturers to control pricing independently. Manufacturers may submit the submission on any time without any approval waiting period. Adding onto the point, requirement of certain documents to be authenticated also has been abolished. Indonesia government widens the number of device categories that can be listed on e-Katalog. These changes help manufacturers to adjust their prices independently and causing no disturbance on business process.

All the process will be supervised by Ministry of Health of Indonesia. Hence, this new change is well accepted by everyone related to medical industry for instance, hospital, healthcare workers and medical device manufacturers.


New e-Katalog Process Implementation Assessment

E-Katalog is progressing well by growing almost 10 000 products listed by end of 2022 halfway reaching to real target of 20 000 products. This has proven that new requirement changes benefits to lots of medical related manufacturers.

As on February 2022, major amendment on e-Katalog were executed had caused struggling on the platform as the demand increased due to new enrolment policy adjustment.


However, on early July 2022, Ministry of Health of Indonesia has quarantined new listing on e-Katalog and freezing foreign manufacturers that produce products outside of Indonesia. The new policy was released to give way for domestic medical device production and released 79 products that had been froze since a year before to battle on Covid-19.


Afterwards in order to ensure no listed products appeared as freezing product, an Import Substitution team will evaluate all new listings submitted within 7 days and made all products available to purchase.


The new policy amendment on e-Katalog proves that Indonesian government shows support to local products by giving priorities to local products and manufacturers. As example, regulations require manufacturer to import one physical product before getting listed and this had cause software issue. Import documentation also needed including basic price, product brochures and technical specifications.


As the initial target is still halfway to reach, this new regulation has proved that it still helps manufacturers to widen their business prospects to 2500 hospitals all over Indonesia.
