PP JPH has been signed by the President on 29 April 2019 and promulgated on 3 May 2019. However, the PP copy has not yet been published, waiting for a government press release.
The contents of the PP are more general regarding cross-ministerial and institutional cooperation, LPH, international cooperation etc. The technical rules for halal implementation will be regulated in the Minister of Religion Regulation (Peraturan Menteri Agama/PMA).
Currently the PP JPH derivative unit is under discussion, where Apindo and the Vice President's Office will facilitate the association to oversee the PMA. There will be 3 regulations for PP JPH derivatives, namely:
- PMA Phasing Halal Certification
- PMA Implementation of Halal Certification
- Minister of Finance Regulation (Peraturan Menteri Kewangan/PMK) regarding tariffs / fees
All products included in the definition of "product" in the JPH Law must be halal certified. For goods used, which must be halal certified are those containing animal elements. Other items not included in the "product" category in UUJPH (such as refrigerators, pens, etc.) if applying for halal certification will be rejected by BPJPH.
All halal (end to end) certification processes are under BPJPH. The role of the MUI in the certification process is issuing fatwas.
Some of the points that will be regulated in PMA related to halal implementation are as follows:
Obligations for halal certification begin in October 2019, where there are phases for all categories from 7 to 15 years for Medical device, Drugs, Biologics, F&B and others.
During the transition period, products that have not been halal certified may circulate in Indonesia without certain labeling.
After the transition period, all products must follow halal certification with labeling on packages regulated in PMA. There will be 2 types of products on the market: (1) Halal-certified products (2) Products that do not pass halal certification (non halal) All products must first go through the halal certification process.
For products that do not pass halal certification, they can still be circulated in the market with special labeling: - Non-Drug Category: certain logo / information will be arranged at PMA - Drug category: red highlights in the ingredient.
BPJPH will recognize foreign certification institutions that are currently recognized by the MUI. In the future BPJPH will add to the list of recognized foreign institutions.
In the future, the halal certification process can also be through BPOM, where there will be a representative BPJPH at BPOM. When registering for renewal of the NIE, the Business representative can simultaneously submit a registration for halal certification.
Halal and non-halal separation in the production process can only be done until the packaging process. Once packaged, products can be stored, distributed and marketed together without special separation.
PMA will not regulate the separation of packaged halal vs non-halal product displays. Separation of displays will follow the current rules. (Note: currently the display separation is set as fresh meat, food, etc.)

Publish "Smart Books" Halal certification in local language. It will be done with PMA and associations
Dissemination of halal regulations to associations / business representatives.
Next step Perkosmi:
The Perkosmi will write to BPJPH for the application with the signed copy of the PP JPH.
With Apindo, the Facilitation of the Office of the Vice President will oversee the preparation of regulations for the derivation of PP JPH.
